Bug#960501: src:speex: Maintainer and NMU disagree on VCS location

speex_1.2rc1.2-1 (the most recent maintainer upload, in 2014) has:

    Vcs-Git: git://git.debian.org/users/ron/speex.git

which no longer exists. The closest equivalent appears to be
<https://salsa.debian.org/ron/speex>.

The speex_1.2rc1.2-1.1 NMU has:

    Vcs-Git: https://salsa.debian.org/debian/speex.git

which appears to be an independent re-import, without full history.

It is not usually considered appropriate for an NMU to change the
canonical VCS location where a package is maintained. If the package
is still maintained by its maintainer of record, any changes to the VCS
platform/location should have been approved by that maintainer.

Alternatively, if the package is unmaintained
and is being "salvaged", the salvaging process
<https://www.debian.org/doc/manuals/developers-reference/pkgs.en.html#package-salvaging>
should have been followed, which does not seem to have happened here.

To the maintainer: please make a maintainer upload, acknowledging
the NMU changes (or rejecting them, if they are inappropriate) and
setting the VCS to the maintainer's preferred location. If that is not
https://salsa.debian.org/debian/speex.git then someone will also need
to ask the salsa.debian.org administrators to delete that repository.

To possible future NMU'ers: please use the maintainer's preferred
VCS location, if that can be determined, instead of starting a new
VCS location.
