   * What led up to the situation?

Upgrading a system from buster to bullseye.

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

The system in question makes use of MP3Player and Playback in its dialplan to
playback MP3 files. After upgrading to bullseye, the same application/files being
played back only led to a terrible noise instead of the expected audio.

I found this solved issue at Asterisk:

Apparently, newer mpg123 versions (as the one currently part of the Debian repo)
have 32 bits default outpout, whereas Asterisk expects 16 bits. This can be
solved by adding a respective option to the call of mpg123.

This has been solved in Asterisk 16.21 by a little change to app_mp3.

Please consider applying the patch, because, currently, using the "stock" Asterisk
and mpg123 as provided in bullseye leads to non-working MP3 playback
functionalities in Asterisk.
