Please remove homer-api from armhf, mips64el, mipsel, and s390x to
unblock the removal of kamailio and by extension the perl transition.

kamailio FTBFS on armhf & s390x, and on mips*el its secsipidx build
dependency cannot be installed because it FTFBS.
