This is a one-time effort, and you will not be affected by this issue as
long as libdecaf does not go through the NEW queue again.
* Currently you had a problematic non-source-only upload solely due to
passing the NEW queue with an uploaded arch:all binary package (libdecaf-
doc).
* The solution would be a no-change source-only upload. Please read
https://wiki.debian.org/SourceOnlyUpload for more information.
* I have no idea about what is "still-missing cmake cmake-data and/or
libssl1.1". According to
https://buildd.debian.org/status/package.php?p=libdecaf , your package
builds successfully on all release architectures, which is good enough for
Testing migration. You _may_ dig into BD-Unstallable issues for non-release
architectures. That is another story about python2.7 (see below).
* That being said, your package build-depends on python2.7, and this should
be fixed as soon as possible. For now, this does not block your package from
migrating to Debian Testing as long as the non-source-only upload problem is
fixed.
TL;DR: Please consider making a new source-only upload now so that we can
close this bug. It would be perfect if you could work with upstream author
to drop python2.7 build-dependency, but that is not strictly required for
now.
