Per your suggestion I created a new Debian wiki page: 
https://wiki.debian.org/IRC/ElementMatrix and added two links to it from 
https://wiki.debian.org/IRC

Especially being new to this, any constructive criticism is welcomed.  I 
did NOT alter https://wiki.debian.org/Teams/VoIP/ at all.  Not sure if 
that would be overkill/cluttered.
