[1023306] version bumping baresip and libre

Hello Jonas,

I was looking at version bumping baresip to version 3.4.0. I noticed 
that it seems to depend on the library RE, or short name libre.

In order to properly update baresip, I believe we need to also add libre 
as a new package to debian and have it as a build dependency of baresip 
itself. The name of the package seems pretty ambigious and could cause 
confusion, should we add the new library to debian with such a short 
name or would we have to call it baresip-libre ?

Further I notice that both baresip and libre have debian folders 
included with control files, do you know the "right way" to exclude 
these? Should I modify the upstream tar to strip the debian folder or do 
I have to somehow manage the difference with quilt ? Amongst other 
things, debian/control in the upstream repository doesn't have all the 
required packages listed in the dependencies.
