Building debug version of Asterisk 16.28.0 under Debian 10 Buster

As far as I can see, that upstream version was never packaged officially
for Debian by the VoIP team, only unofficially by the LTS team directly
targeted their backporting efforts for oldstable.  You should contact
the LTS team (or perhaps the uploader, Markus Koschany) about this
issue.

Looks like the problem is related to how PJProject gets embedded, which
varies across the maintained versions.  If the LTS team has trouble
figuring out this issue (i.e. if they did not invent some third approach
but based their work on the older one used for the official package
targeted same Debian release), you might have luck getting in touch
with Bernhard Schmidt about it.  Bernhard is in the VoIP team so may
already be following along in this conversation, but possibly not.
