No, the file sent (mumble_debconf_ro.po) is the translation of the
"debconf"
messages that appear when installing the "mumble" package and is placed
in
debian/po/ro.po of the build tree, and the translations of the "mumble"
software messages are found in src/mumble /qttranslations/qt_LANG.ts of
the
build tree.

The only inconvenience was not knowing how to incorporate the file into
the Debian package -- the workflow described above makes sense. As long
as I know what to do and can make the time I'm willing to do the work
needed to incorporate desired changes.

As you can see, mumble message translations are found in a different
place
and format than debconf-mumble message translations (*.ts vs. *.po) and
(src/mumble /qttranslations/qt_LANG.ts vs. debian/po/LANG.po).
I hope these explanations will help you in your work on packaging the
"mumble" package.
