Bug#1099080: libbelr1 shlibs generated dependencies it does not fulfill

This cannot be fulfilled by version 5.3.105-1:

Additionally, the package in experimental has:
   * libbelr2: Soname bump due to ABI break.
I haven't investigated the background or whether this is necessary.


BTW: libbelcard1 and libbellesip3 also have shlibs they don't fulfill.
