Bug#1093661: mumble-server files in mumble client package conflict with mumble-server

As part of bug #1068504 a CMake option was added to use pkgconf to allow
pkgconf to pick file install paths, as was suggested by two Debian developers
more familiar with systemd. Unfortunately that option seems to have caused an
unintended problem -- mumble-server configuration files are now being shipped
in the 'mumble' binary package without them being specified to be there in
the mumble.install file, which causes conflicts with the mumble-server binary
package due to file conflicts.

Until upstream finds a fix for this I'm planning to revert using pkgconf for
file install paths, and removing the build dependency on systemd-dev as that
won't be doing any good for now either.
