The same developers are working on both backends and we're planning to
switch to the libsoup backend as soon as it works as well as the CURL
backend does and passes the tests (it doesn't work too well right
now). GNOME will incur the libcurl dependency for one release if
necessary -- there won't be a need for multiple builds.

As for FreeType/Pango, the 'FreeType backend' now uses Pango for
complex text and works better than the 'Pango backend'.

So for now, there's little reason to enable the libsoup or Pango
backends for anyone except developers working on these features since
they break functionality.
