I don't have this issue with Epiphany, and webkit 1.1.19. Can you refer
me to a link of a PDF that is failing to download/open for you? Also, do
you have any plugins installed?

I searched for a random PDF in google:

	http://www.irs.gov/pub/irs-pdf/fw4.pdf

Clicking this link initiates a download in Epiphany, here.
