Asking is free. However, let's realize that this is only a convenience 
function that would benefit a small set of packages.

After all, the default situation for packages is already that Debian is 
preparing at least two uploads: one for stable and one for unstable. Given the 
lack of the propagation feature, webkit is just in this same boat: it needs 
two uploads. So it's not quite the end of the world since we accept this 
situation for nearly every other package.
