Bug#746959: webkitgtk: Please (re)-enable parallel building

webkitgtk takes more than a dozen of hours to build, even on fastest
architectures. According to debian/rules, this has been disabled due
to bugs in make.

As a new upstream version (4.0) of make fixing parallel issues has been 
uploaded to unstable, please (re)-enable parallel building in the next
upload. This will save days of buildd time for each upload. Thanks in
advance.
