Debian WPE WebKit packages

I think that the packages are ready, you have have a look at the
repositories here:

   https://salsa.debian.org/webkit-team

I decided to put the wpewebkit package in the same 'webkit' repository
as webkitgtk and webkit2gtk, since most of the code is shared. You
need to check out the 'wpe/unstable' branch.

libwpe and wpebackend-fdo are simple so there shouldn't be any problem
with them, and wpewebkit is similar to webkit2gtk so I also don't
expect many problems, but any feedback is welcome. My plan is to start
uploading the packages soon.
