The only question here is whether we should change the dependency
from webkit on xdg-desktop-portal-gtk with a recommendation, as the
reporter requests.

I think it's not completely unreasonable to do so because webkit
does work without the portal (although with suboptimal quality, as
explained in #987948) and there are probably use cases for which the
portal is not needed. It would also have the side effect of fixing the
balsa autopkgtest bug described in #987686.
