Starting from version 2.54.0, wpewebkit and webkit2gtk no longer
support big-endian architectures due to their usage of Skia and their
removal of the Cairo backend:

As a result, there is not need to keep building any of the wpe
packages (libwpe, wpebackend-fdo, wpewebkit) on s390x and they can be
removed from the archive.

The s390x builds of the only existing reverse dependencies (cog,
gstreamer1.0-wpe) have already been removed (#1148545 and #1148544).
