Yes. wicd currently seems to require the DHCP(v4) client to succeed.

Have you tried to configure a static IPv4 address without gateway (and
maybe uncheck the "ping gateway" setting under Advanced Settings) as a
workaround?

That's definitely out of scope for a quick and simple patch against
the Debian package and should be done upstream. I've forwarded your
bug report to https://bugs.launchpad.net/wicd/+bug/1661892
