[pkg-wicd-maint] Override wicd.service file

I think wicd should ship a .service file.

We can basically use the autogenerated one but we should override the
timeout from 5 minutes to something like 10 seconds.

Sometimes I'm trying to shut down or reboot my machine and if wicd
doesn't manage to release the dhcp, it remains stuck. It is quite
annoying.

So I think 10 seconds (or even less, it's not too important to release
dhcp) is a more reasonable value. Surely 5 minutes is way too long to
wait to close my laptop and leave… It takes less than that from my
place to my tram stop.
