RFS: wmforecast 1.6 (experimental)

The GNOME maintainers are working on moving things over to GNOME 40 in experimental, and wmforecast is affected because of some big changes in libgweather.

The latest upstream version has been packaged and I believe it's ready for upload to experimental:

Some of the pipelines are failing, but I think that's mostly because libgweather 40 is only available in experimental
