Using debconf probably, some package like openvpn (the first I can
remember) ask about being restarted during upgraded, or not.

Steve's right, unfortunately... So what's better for our users?

I don't really care. What I know is that I'm going to use a stable
version for production systems :-)

Yes, but other people from the kernel team seems reasonable.

I don't think we should open an ITA since there is no O no bug report.
