I'm using /bin/bash.

The problem is resolved :
# ps auxw | grep udev
root      3967  0.0  0.3   2032   716 ttyp0    R+   11:49   0:00 grep udev
# /etc/init.d/udev start
Starting the hotplug events dispatcher: udevd.
Synthesizing the initial hotplug events...done.
Waiting for /dev to be fully populated...done.

# xm create orcal

Started domain orcal

Now I have to know why udevd didn't start this time.
