I think it's better to leave them alone and to add the packages into the
recommended section of the utils package.

I don't like the RPM approach to make one big package with everything; the
big advantage of deb is in the way it manages the dependencies, so we should
follow this approach.

You don't necessarily need them installed, so it's better to have them optional.
