I assume -xen kernels in Debian testing/sid are the ones with the 
Novell/SLES Xenlinux patches in.. so they do have Xen dom0 support. 
(forward ported from Xensource Xenlinux 2.6.18 tree).

pv_ops based dom0 support that is currently planned for Linux 2.6.29 is a
different thing. It'll appear in the standard/vanilla Debian kernel after it's
accepted/merged upstream. There's no need for separate -xen or dom0 kernel after
that. 

Current vanilla kernels contain pv_ops Xen domU only.
