I've never had time synced reliably with dom0, on any hardware, with
any packaged version of Xen.  So  use independent_wallclock and ntpd
everywhere.

After a save/restore especially, time is usually several hours
offset and ntpd dies as soon as the domain is unpaused.  I have to
make sure to start it again so it will slew time back to the correct
value.

Whether to save or shut down each domain is set in
/etc/default/xendomains.
