The vbd driver should create whatever the toolstack tells it to create,
be that hdX, sdX or xvdX, you just need to specify what you want in your
configuration file.

FWIW The upstream pvops vbd driver only supports xvdX (not sdX or hdX).
In general I think we would prefer people to be transitioning to this
where possible.
