xm is part of the xen-utils-common package, not part of xen-tools.
Reassigning the bug thus. Retitling it, too, since it's not
xen-create-image which throws the error but xm.

I suspect the used version of xen-utils-common being the one from
Debian stable, but as I can't be sure from what I know, I don't want
to set a version number.
