I think so yes. It is clearly the semantically right and least
surprising thing to do. Explaining to everyone that wants to use xapi
that they must select "xl" as their toolstack is just a recipe for
confusion and/or FAQs.

It would also control things like the behaviour of the xendomains script
and probably whether to start xapi at all.

AFAIK there are ongoing efforts to have xapi use libxl, which is the low
level toolstack library used by xl and intended for use by all
toolstacks in the future.

I don't know about using xl and xapi simultaneously but I would expect
if it is possible it would be more in the "happens to work" category
rather than something supported or encouraged.

In any case none of that is incompatible with requiring people to
configure their primary $TOOLSTACK.
