If it isn't then it should be... At least the comment at the top says it
wants to be.

It's got an improved LSB style header as of 23673:0648846b4d17. I only
skimmed http://wiki.debian.org/LSBInitScripts but it looks like all that
is missing is force-reload. I'm not sure what the semantics of that
would be, I guess it doesn't really behave much differently to reload.

Unfortunately the copy of LSB on linux-foundation.org isn't around at
the moment (at least the link in the wiki doesn't work and google isn't
helping)
