It depends at least to some extent what the required backport looks
like, since we have to balance fixing this issue with causing
regressions for existing users. IMHO the balance starts to tip quite
strongly towards not causing new regressions as we approach and then
pass the next release.

See for example #649923 which although it has an identified backport
candidate I have been reluctant to press hard for because it's a big
patch with a non-trivial backport.
