This might be the way to go when Xen 4.2 is released, when xend will
be formally deprecated. It might then be a good time to split xend
into a separate binary package from the rest of Xen, which could then
use xl by default.
I can also see that being difficult to implement in a way that won't
break existing installations on upgrade. Also, it would be nice to
allow the various toolstacks to coexist on the filesystem, and be able
to switch in between them without having to uninstall one in place of
the other.
