[Pkg-xen-devel] Bug#691734: xen-utils-common should install successfully even if xen cannot be started

Followup-For: Bug #691734

There is some more information in #709103 which I have just merged, however it
only shows:

	Setting up xen-utils-common (4.1.4-3+deb7u1) ...
	[warn] Starting Xen daemons: (warning).
	invoke-rc.d: initscript xen, action "start" failed.
	dpkg: error processing xen-utils-common (--configure):
	 subprocess installed post-installation script returned error exit status 255
	dpkg: dependency problems prevent configuration of xen-utils-4.1:
	 xen-utils-4.1 depends on xen-utils-common (>= 4.1.4-3+deb7u1); however:
	  Package xen-utils-common is not configured yet.

Which doesn't really show *why* it has failed.
