Right, at some point I also thought about utils-common with the same drawback
that this would allow to install the hypervisor without tools and then not get
it configured to boot. On the other hand right now that is the current behaviour
as the ordering puts normal kernel boot first.

From your previous email I filed a bug now:
Bug#852545: Config file in xen-hypervisor package likely causes problems on upgrade

hopefully correctly done. The first one I manually submitted.

Ok, yeah agreed, the problem will only arise trying to co-install 4.8 with a 4.9
or later if that still has the config file in the same place.

That would be greatly helping my side, too. :) Anyhow, the latter 1 1/2 things
are maybe no problem in the current Debian release. So rather some optional
hinting.
