We included the fix in Debian with the upload of xen 4.19.1-1 which is 
currently in unstable and waiting for some other packages so it can transition 
to testing. Which version of xen are you using? If possible, can you test with 
xen 4.19.1 from unstable?

If I remember correctly, this problem only happens when booting a PV vm with 
pygrub or by supplying an external kernel image. If you use PVH with pvgrub 
(which I would recommend independent of this problem) or HVM you should not 
run into that problem, so that might also be a workaround for you.
