Hi team,

Tonight I have updated Debian Science Policy Manual to reflect the changes
after moving git repositories from Alioth to Salsa. But I do not have time
to copy-paste that info for other teams, so I just added a link to that
document to our wiki page. Hope nobody objects.

P.S.: as for issue with SSL certificate, see [1]. Let's Encrypt developers have
      promised to add this feature in 2018.
