This patchset ends by re-enabling the installation of the sudoers.d file.
The updated bash completions coming later are designed to (optionally)
take advantage of this.  Also, Solaris allows regular users to run such
commands (directly), so this isn't without precedent.

But, if you're against this, the other three patches in this set should
still be reasonable to apply.
