If you remove busybox-static, and install busybox, does the system work? 
Only test this if you know you're able to recover from the problems that 
could result.

I think one of these would be appropriate (if Debian is willing to 
provide Ubuntu compatibility in debian/control):
Depends: busybox-initramfs | busybox-static
OR
Depends: busybox-initramfs | busybox-static | busybox
