Why? What's so special about the zfs tools?  There are many other
tools in /sbin and /usr/sbin that provide some (generally limited)
functionality to non-root users, but none of them have a symlink
cluttering up /usr/bin.

Users who need the zfs and other sbin tools in their $PATH can easily
add the sbin directories in their .bashrc or whatever. It works and it's
easy to do - I've been doing exactly that on linux systems for over 35
years.
