[Pkg-zfsonlinux-devel] Bug#900714: missing dependency on dpkg-dev

I just upgraded a server from 0.7.6-1~bpo9+1.  Here is the relevant
section of console output:

Maybe it's a cosmetic bug, maybe it's serious.  I didn't want to take
any chances.

/usr/bin/dpkg-architecture is provided by dpkg-dev.  I installed it,
reinstalled the the list of zfs packages, and this time there weren't
any errors.  I'd be happy to submit a trivial patch that adds a dep on
dpkg-dev to bin:zfs-dkms.
