Upstream has merged SPL into ZFS. I have patch-queue [1] that allows for this
integration into the ZFS packaging which would completely remove the SPL
packaging.

Technically, this is not terribly challenging. In fact, now that upstream properly
supports Debian dkms builds [2], most of the difficulty is in simply building the
dkms package with the shipped dkms.mkconf utility, rather than using our own in
debian/zfs-dkms.dkms.

Legally, we should ensure that combining the SPL and ZFS packages, and leaving
them in contrib is no more troublesome than our current situation. I'm hoping
this bug can serve as a location to centralize this discussion.
