systemd mounts parent datasets it understands whenever child datasets
are mounted.  I will re-iterate: if you do not want systemd doing
systemd things on a subset of your datsets, do

zfs set org.openzfs.systemd:ignore=on $dataset

I agree that it is different behavior, but I suspect upstream will
not reverse course on this.  Feel free to weigh in on that
discussion, but I'm recommending closing this bug report as a
"feature not a bug" because it is upstream's explicit intention.
