Yes, this is intended. These files were first installed to sbin, later moved to bin. Symlinks are thus created to provide compatibility to user scripts.

> This causes a problem on a filesystem layout where bin and sbin are merged into a single real directory, typically by sbin being a symlink to bin. Such a filesystem layout has become standard on some distributions now, and others are moving onto in their next releases.

UsrMerge [1] says Debian has no plan to merge bin and sbin. Nonetheless we do plan to remove the symlinks at certain version after the move.
