The confusion is caused by the way upstream organizes this.  The svn
trunk contains a lot of stuff.  The tag in svn contains everything in
the trunk (at that point).  However, the release tarballs only contain
that which was decided to be included in the release.  This is a
subset of the contents of the repository.  The contents of the release
are defined in the config files for zpkg (a packaging utility they
created).

IMO the debian package of zope should only contain what is in the
release tarball.  However, additional components can be included in
separate debian packages if people want them.
