By default, debian packaged zope products are not "installed" on all
your instances unless you set their install method to "all". 
Do do it manually, you need to run:

dzhandle -z2.8 add-product -l <instance-home> PloneArticle

Please tell me if this fix your bug, so I could close this bug report.
