the problem is, that /var/lib/zope2.7/instance/{name}/etc/debian_policy
is needed by newer dzhandle, and the upgrade does not create it.

simply create etc/debian_policy for every zope2.7 instance. my one look
like the following:

Addon-Technique: tree-linked
Addon-Mode: all
Restart-Policy: end
Name: <instance_name>

...
