Ok, let's move the discussion on the debian zope mailing list.

Actually, non-root users can't create and manage zope instances using
dzhandle and the only problem that come up in my mind is that they
wouldn't be able to write the configuration files under /etc and the log
directories under /var/log.

I think these obstacles could be removed, but maybe there are other
issues that have to be dealed with. In your opinion, what are the other
problems which prevent non-root users to create a zope instance?
