Hi, what versions of the packages are you using?

The right way to have a zope instance (using dzhandle utility from
zope-common package) ready-to-run a plone site is:

# dzhandle -z2.8 make-instance my_instance_name -m manual
# dzhandle -z2.8 add-product my_instance_name CMFPlone
# dzhandle -z2.8 zopectl my_instance_name start

I do not know for Ubuntu, but in Debian you should file an ITP, then
prepare the package and look for a sponsor to upload the package in the
archive.
