No, it is not packaged and AFAICK there is nobody which is working on it.
If you have enough time to package it yourself, I'd be glad to support you
and (if needed) sponsor your packages. Packaging zope product is quite easy
using zope-debhelper, just pick up a simple package (like
zope-btreefolder2) and adapt it to the new product.
