I suspect that, if this is a bug at all, some other package (like
python-central) may be the ultimate cause.  Feel free to reclassify.
Also note the error message is only a warning.

I have a testing/etch system with many old versions of python and zope
on it.  I track the updates pretty regularly, and had just done a
dist-upgrade.  2 packages (python-xml and xbel-utils) were held back.

I then removed python2.3 and its dependencies (though 2.2 remains on
my system).

I then did a dist-upgrade which produced the warning shown in the
subject line:
