QA before uploading zope packages

As long  as the URL is  versioned, you can  use any URL. Until  the DEP5
gets accepted, it will  have to be SVN or Git revision  as I don't think
there  is any  other alternatives.  This  format is  supposed to  change
anytime, hence being versioned.
